UTICA, IL-

Dear Brothers,
Welcome to the 2008 Winter COC at the Grand Bear Lodge. You were asked to attend this Council of Chiefs because you are needed to put your creative thinking to the test.

Today we must accomplish the planning of our 2008 Conclave. You may be asked to join a committee to help put together a certain part of this event, and I encourage you to join them. Your help and ideas will be needed in order to ensure a fun and memorable Conclave. If we, as a team, work together, the success of the Conclave will be immeasurable.

On that note, be proactive, attentive and don't be afraid to share your thoughts today.

For Conclave, we must promote it in our lodges to reach our goal of 200 participants. The promotion must take place at the lowest level of Scouting, the unit. Let us try to bring new brothers who have never been to a Conclave before, or maybe Arrowmen who are beginning their trail in your lodge. Bringing Arrowmen to Conclave is a fantastic way to hook them into the Order.

And always remember, that we must all work as a team to accomplish these items.
